Our story

DEQ has a long history of working in the built environment – strengthening the state’s small housing movement, supporting material reuse and deconstruction through research and grants, collaborating with the Oregon Concrete and Aggregate Producers Association to reduce the impacts of concrete, and working with the City of Portland on their low carbon concrete initiative.

In 2022, DEQ published the Strategic Plan for the Built Environment to create a framework to guide and support a variety of efforts in the space. The strategic plan informs decision making, helps to prioritize work, and establishes principles for how to do the work collaboratively.

Purposeful placemaking organized around three ideas:

  1. to center equity, environmental justice and racial justice

  2. to invite co-creation and prioritize fostering relationships

  3. to be iterative and actively working to anticipate emerging issues

This website provides a landing page for the program’s current projects, and maintains a record of projects completed under DEQ’s Built Environment strategic plan. Each project will have a dedicated page that will be kept up to date with the latest project information, providing a place for us to collaborate on those projects together.
